12、的應用上。眾所周知，自進入九十年代以來，“因特網(wǎng)”與“多媒體”兩大技術正以不可阻擋之力席卷全球，其應用范圍幾乎被拓展到一切社會和經濟領域，引起了人類社會生產方式、工作方式、交往方式、生活方式、思維方式和學習方式等的重大變革?？梢哉f，在人類幾千年的文明發(fā)展史上，還從沒有過任何一種別的技術能像上述兩大技術這樣在如此短的時間內能以如此強大的影響力對人類社會的生活與文明打下如此深刻的烙印。(二)倍息技術在教育領場中應用的基本圈景面對社會信息化的

13、浪潮，在跨世紀的教育改革與發(fā)展中都在采取相應的戰(zhàn)略措施進行教育上的調整。早在19%年，，世界各國美國總統(tǒng)克林頓就提出了一項“教育技術行動”①。該行動提出的四大支柱是:把所有教室和圖書館都連接到信息高速公路上讓所有教師和學生均可在教室使用新型的多媒體電腦:使優(yōu)秀的軟件及在線學習資料成為學校課程不可分割的部分培訓所有教師以幫助學生使用電腦和通過信息高速公路學習。日本政府兩年前己開始在全國所有中學開設信息課，并實施了一項在基礎教育領域有重大影
