2、強(qiáng)化 円美 同盟 和 國(guó) 內(nèi)不 斷立 法 相 結(jié) 合 ，在 一系列 法 律 、條 約 以及 綱 領(lǐng) 性 文 件 的 出 臺(tái) 以策 略 性 地 配 合 美 國(guó)亞太 戰(zhàn) 略 的背 后 ，円本實(shí)現(xiàn) 了本 國(guó)防衛(wèi)政策從 “ 靜 態(tài) 的專(zhuān) 守防衛(wèi) ”到 “ 機(jī) 動(dòng)對(duì) 外干預(yù) 型 防衛(wèi) ”的轉(zhuǎn)變 ，R 本 也 正 向著 實(shí)質(zhì) 的普 通 國(guó)家 目標(biāo) 邁 進(jìn) 。這 對(duì) R 本 來(lái) 說(shuō) 是 一 個(gè) 成 功 的 嘗 試 ，但 并不 是 全 部 。 R 本
